Jean H. Lavoie is an international lawyer and strategic advisor who has supported governments, multilateral institutions, and private-sector partners across Africa, Asia, Europe, and the Caribbean. His expertise includes political affairs, institutional reform, public procurement, financial governance, and regulatory development.
He has held senior roles with UNDP, the OSCE, and the American Bar Association. His assignments include leading a USD 385-million governance program in the Democratic Republic of Congo, contributing to the Arusha Peace Agreement mediation team led by Nelson Mandela, and directing the Mali Justice Project for nearly a decade.
Jean previously advised Québec’s Minister of Justice during the Meech Lake constitutional negotiations and practised commercial and corporate law at Byers Casgrain, now Dentons. He holds a law degree from Université Laval, is a member of the Québec Bar, and earned an LL.M. in International Law from the London School of Economics.
